SRI VIJAYA PURAM, October 15, 2026:

Aam Aadmi Party (AAP) Andaman and Nicobar Islands State President Dr Arun Kumar Mallik has urged the Sri Vijaya Puram Municipal Council (SVPMC) to investigate alleged building-bye-law violations at D&K City, Minnie Bay, and examine two other properties over suspected irregularities.

In a representation dated October 15 addressed to the Secretary of SVPMC, Mallik called for enforcement action against the promoter of D&K City, citing earlier municipal notices and a demolition order, as well as a 2021 order of the Tamil Nadu Real Estate Regulatory Authority (TNRERA) in a case involving him and Kedia Projects Pvt. Ltd.

The representation was also circulated through WhatsApp with a public appeal in which Mallik alleged that administrative inaction had allowed unregulated real-estate activity and unauthorised construction to proliferate in municipal areas. He further alleged that some violators were wealthy and politically connected. These broader allegations have not been independently established by Dweep Tulika.

D&K City at the centre of the complaint

According to Mallik’s letter, the municipal authorities issued notices and orders concerning D&K City in March 2014 and May 2014, followed by a demolition order dated January 29, 2015, addressed to Anoop Kumar, whom the complainant identifies as the power-of-attorney holder for Kedia Projects Pvt. Ltd.

Mallik alleges that construction continued and that the project was handed over to flat owners without completion of all promised amenities and without a valid completion certificate from the competent municipal authority.

He also cites TNRERA Case No. 129 of 2020, Dr Arun Kumar Mallik versus Kedia Projects Pvt. Ltd., with an order dated September 2021. According to his interpretation of the order, the project was treated as ongoing in the absence of a valid completion certificate, and the promoter was directed to provide amenities promised under the construction agreements for three flats and complete them by June 30, 2022.

Mallik alleges that the directions remain unfulfilled. The current status of compliance, the completion-certificate position and any subsequent proceedings require confirmation from the competent authorities and the parties concerned.

Two other buildings flagged for examination

The AAP leader has also requested investigation into two additional properties: a building housing DOI WALA on Lamba Line Road and a five-storey building near Prothrapur Junction.

The letter describes these properties as requiring examination for suspected violations. It does not establish that either building has been formally found to violate applicable building regulations.

Mallik has asked the municipal authorities to investigate the properties using official records and take appropriate action if violations are established.

Calls for enforcement and registration checks

The representation asks SVPMC to examine the D&K City project against municipal records and the cited TNRERA order, ensure completion of the remaining construction and promised amenities if required by the applicable directions, and obtain the necessary completion certificate.

It also requests coordination with the State Nodal Officer for RERA grievances to examine the registration of real-estate projects and agents in the islands.

Mallik’s letter claims that the relevant online listings showed no registered building projects or real-estate agents in Andaman when he checked them on October 15. That claim has not been independently verified for this report and should not be taken as a definitive statement of the current registration position.

The letter was copied to several administrative and law-enforcement officials, including the Deputy Commissioner of South Andaman, police officials and the Registrar of Cooperative Societies.

SVPMC’s proposed enforcement drive

The complaint comes shortly after reports that SVPMC plans to undertake a special enforcement drive to identify violations of the Municipal Building Bye-Laws, 1999, including unauthorised construction and deviations from approved building plans. The reported drive is intended to cover ongoing and completed construction within municipal limits.

The proposed inspections provide a relevant administrative context for Mallik’s request, but do not establish that the properties named in his letter have already been inspected or found in violation.

Response and verification

The material reviewed for this report does not establish whether SVPMC has initiated an investigation into the specific properties named by Mallik or issued a response to his representation. The position of Kedia Projects Pvt. Ltd., the other property owners or representatives, and the concerned residents’ association was also not available in the material reviewed.

The allegations should therefore be distinguished from findings made by a competent authority. Any action taken by SVPMC, the status of the cited orders and the current compliance position remain matters for verification.
